Senate Bill (SB) 1210: municipalities; municipal policies; shared revenues

Overview: SB 1210 empowers the Legislature's Ombudsman-Citizen's Aide (OCA) to withhold at least 10% of a municipality's state-shared revenue if they find a violation of local personnel and purchasing policies.

League Position: OPPOSE - The League opposes the bill for its infringement on local control, attack on state shared revenue and redundant nature.

Summary: SB 1210 requires the OCA or an independent auditor to investigate complaints of a municipality violating its personnel or purchasing policies. Violations result in at least 10% of a municipality's state shared revenue being withheld until the entity is deemed to be in compliance with their policies.


02/04/13: SB 1210 passed out of the Senate Government and Environment Committee on a 4-3 vote. The League testified in opposition. The bill now proceeds to the Rules Committee.

02/25/13: The Senate failed to pass SB 1403 on a 12-16 vote.
