House Bill (HB) 2440: municipal improvement districts; formation election

Summary: HB 2440 provides that if a municipality determines that a municipal improvement district should be formed, it is required to go to a vote by qualified electors and landowners. It also determines that the number of votes a landowner has is proportionate to the number of acres owned. After a floor amendment in the House the bill now requires petitions to be submitted for approval of the district.
League Position: OPPOSE - The League opposes this bill because it drastically alters the creation of municipal improvement districts.
