Thank you for taking action

Members of the Legislature heard from the local governments in their districts this week, and it made a very important difference. Cities, towns and counties stood together against a proposal to shift responsibility for juvenile corrections to the counties of the state, and to transfer $20 million of municipal revenue sharing money to them to help pay for it. As you made your voice heard, leadership and the Governor's office agreed to remove that provision from the budget bills-for now.

Special Session: Seven

On Friday, March 5, 2010, Governor Brewer called for a Seventh Special Session to occur concurrently with the 49th Second Regular Session. The purpose of the call was to adjust the FY 2009-2010 budget and enact FY 2010-2011 budget, with particular emphasis on state employee compensation and workforce reduction.

Lottery Sweep

While the protection of state shared revenues, as a League core value, is a huge accomplishment for cities and towns, we did not come out of this budget unscathed. SB1012/HB2012 also includes provisions that impact Lottery funding in the form of Local Transportation Assistance Funds (LTAF and LTAF II) and State Parks Heritage Funding.

Immigration Mandate

SB1001/HB1001, general appropriations, 2009-2010, 2010-2011 allocates $1.2M to county attorneys for immigration purposes and encourages counties to enter into agreements with municipalities about this matter.

The Rest of Session

With the budget mostly wrapped up, Capitol watchers can now consider when the Legislature may actually adjourn sine die. Many insiders say both chambers will consider bills in committee for three to four weeks followed by a week of conference committees to reconcile bills amended during the process. This would put the adjournment target in late April or early May, months sooner than either of the last two sessions.

Welcome Town of Tusayan

The League welcomes the newest and 91st municipality in the state - the Town of Tusayan. On Tuesday of this week, voters in the Grand Canyon community voted to incorporate and now await action by the Coconino County Board of Supervisors to make it official. The last time a community incorporated in Arizona was 2005 in the Town of Star Valley. Over the next several weeks, the League will be assisting Tusayan with the many steps involved in the startup process. Congratulations!

Representative Doris Goodale, (R-Kingman)

A native of Arizona, Mrs. Goodale was born in Tucson and raised primarily in Kingman, graduating from Mohave County Union High School in 1967. Following high school, she attended Phoenix College and Arizona State University.
