Summary: SB 1090 prohibits agencies and political subdivisions from requiring, as a condition of or a factor in a public works contract, entrance into a neutrality agreement with any labor organization or participation in or contribution to an apprenticeship program that is registered with the United States Department of Labor. A neutrality agreement is an agreement to remain neutral toward any labor organization.
